Job Description
Role Overview – Al Rawaf Contracting Company is hiring an HR Admin Officer for a full-time, on-site role based in Riyadh, Saudi Arabia. This position is ideal for organized, proactive HR professionals with strong operational HR knowledge, recruitment support capabilities, and the ability to manage HR administrative functions including employee documentation, visa and Iqama processing, payroll coordination, and day-to-day HR operations within a contracting and construction environment.
Recruitment and Hiring Support – You will support recruitment activities by posting job advertisements, screening CVs for technical and labor positions, coordinating interview schedules, communicating with candidates, maintaining recruitment trackers, and assisting hiring managers throughout the selection and offer process for engineers, supervisors, technicians, and construction workers.
Employee Onboarding and Offboarding – You will manage employee onboarding and offboarding by preparing employment contracts and documentation, conducting induction programs, collecting required paperwork, processing resignations and terminations, conducting exit interviews, calculating end-of-service benefits, and ensuring smooth transitions for all new joiners and departing employees.
HR Documentation and Record Management – You will maintain comprehensive HR records by updating employee files, managing personnel databases, organizing contracts and agreements, tracking document expiry dates (Iqamas, passports, licenses, certificates), and ensuring all documentation is properly filed, accessible, and compliant with Saudi labor law and company standards.
Visa and Iqama Processing – You will coordinate visa and Iqama processing by liaising with government relations officers (GROs) and government authorities (Ministry of Human Resources and Social Development - MHRSD, Jawazat, GOSI), preparing visa applications, tracking visa statuses, managing Iqama renewals and transfers, coordinating medical examinations and fingerprinting, and ensuring all immigration activities are completed accurately and on time.
Payroll and Attendance Administration – You will support payroll administration by collecting and verifying attendance data, processing leave requests, managing timesheets for site workers and office staff, coordinating with the payroll team or finance department, and ensuring accurate and timely payroll processing each month.
Employee Relations and Communication – You will support employee relations by responding to HR inquiries in English and Arabic, addressing employee concerns, facilitating internal communications, maintaining open channels of communication, and serving as a point of contact for employee matters, escalating issues to HR management when necessary.
HR Policies and Saudi Labor Law Compliance – You will ensure HR compliance by maintaining up-to-date knowledge of Saudi labor law, implementing company HR policies and procedures, ensuring employment contracts adhere to legal requirements, coordinating with GOSI (General Organization for Social Insurance), managing WPS (Wage Protection System) compliance, and supporting labor inspections and audits.
GOSI, Mudad, and Government Portal Management – You will manage GOSI registration and compliance by registering new employees with GOSI, processing monthly GOSI contributions, managing GOSI portal transactions, coordinating Mudad platform activities for visa quotas and transfers, using Qiwa platform for labor-related services, and ensuring compliance with Saudi government systems.
Performance Management Support – You will support performance management processes by coordinating performance appraisal cycles, maintaining performance records, assisting managers with feedback documentation, tracking goal completion, and ensuring performance evaluation systems are implemented effectively.
Training and Development Coordination – You will coordinate training and development initiatives by identifying training needs for construction staff, organizing safety training and technical training programs, booking venues, preparing materials, tracking employee participation, maintaining training records, and supporting continuous learning and employee development.
Leave and Attendance Management – You will manage leave and attendance by tracking employee leave balances, processing annual leave, sick leave, and emergency leave requests, monitoring absenteeism, generating attendance reports, and ensuring compliance with company leave policies and Saudi labor law.
HR Reporting and Analytics – You will prepare HR reports and analytics by tracking key HR metrics including headcount, turnover, absenteeism, recruitment pipelines, nationalization ratios (Nitaqat/Saudization), and employee demographics, and by providing insights to management to support data-driven HR decision-making.
