Job Description
Role Overview – Pakistan Association Dubai (PAD), a leading community-based organization, along with its healthcare subsidiary Pakistan Medical Center (PMC), is seeking a dynamic and experienced Manager – Human Resources to lead and strengthen our HR function across both entities in Oudh Metha, Dubai. This strategic HR leadership role requires 7-10 years of progressive HR experience, preferably in UAE, with strong knowledge of UAE Labour Law and healthcare/non-profit sector experience as an advantage.
End-to-End HR Operations Leadership – You will lead end-to-end HR operations for PAD and PMC, ensuring alignment with organizational goals by managing comprehensive HR functions including recruitment, employee relations, performance management, compensation and benefits, training and development, compliance, and all HR activities that support both the community organization and healthcare subsidiary.
Strategic HR Alignment – You will ensure HR strategies and operations align with organizational goals by understanding PAD's community mission and PMC's healthcare objectives, developing HR initiatives that support strategic priorities, implementing workforce plans that enable organizational success, and positioning HR as strategic partner driving organizational effectiveness.
UAE Labour Law Compliance – You will ensure full compliance with UAE Labour Laws by maintaining updated knowledge of employment legislation, implementing compliant HR practices, ensuring proper employment contracts and documentation, coordinating visa and labor card processing, handling terminations according to law, supporting labor inspections, and protecting the organization from legal and regulatory risks.
Healthcare Regulatory Compliance – You will ensure compliance with DHA (Dubai Health Authority) and MOH (Ministry of Health) regulations specific to healthcare subsidiary PMC by coordinating professional licensing for medical staff, ensuring proper credentials and qualifications, maintaining healthcare staffing requirements, supporting health authority inspections, implementing healthcare-specific HR policies, and ensuring regulatory compliance for medical facility operations.
HR Policies and Procedures Development – You will develop, implement, and review HR policies, Standard Operating Procedures (SOPs), and employee handbooks for both PAD and PMC. You will create comprehensive policy documentation, update policies based on regulatory changes and organizational needs, ensure policies reflect best practices, communicate policies to employees, train managers on policy implementation, and maintain current and compliant HR policy framework.
Recruitment and Talent Acquisition – You will manage recruitment operations by developing recruitment strategies, coordinating hiring across departments, sourcing qualified candidates for community organization and healthcare roles, conducting interviews and assessments, coordinating with hiring managers, ensuring quality selection, managing offer processes, and building talent pipelines that meet organizational staffing needs.
Onboarding and Integration – You will oversee employee onboarding processes by designing comprehensive onboarding programs, coordinating new hire orientation for both entities, facilitating HR inductions, ensuring completion of joining formalities, coordinating with departments on integration, providing onboarding support, and creating positive onboarding experiences that support retention.
Performance Management – You will manage performance management systems by implementing performance appraisal processes, coordinating performance cycles, supporting managers with performance discussions, managing performance improvement plans, linking performance to development and compensation, tracking performance outcomes, and driving high-performance culture through effective performance management.
Employee Relations Management – You will manage employee relations across both organizations by addressing employee concerns and grievances, facilitating conflict resolution, conducting investigations when necessary, supporting disciplinary procedures, maintaining open communication channels, promoting positive workplace culture, and fostering harmonious employee relations.
