Job Role view:
Construction and Building Engineering LLC is seeking an HR Admin Officer in Dubai who will manage day-to-day HR administration for our construction teams. You'll handle employee documentation, coordinate visa processing, manage attendance records, support recruitment, and ensure smooth HR operations that keep projects staffed and compliant.
Manage Employee Documentation and Records
You'll maintain comprehensive employee files – employment contracts, labor cards, Emirates ID copies, passport copies, visa documents, educational certificates, medical fitness records, and all personnel documentation. Everything must be organized, current, and easily accessible for audits or inspections.
Coordinate Visa and Immigration Processing
Construction relies on international workforce. You'll coordinate with PRO services on employment visa applications, work permit processing, labor card issuance, Emirates ID applications, visa renewals, visa cancellations for exiting employees, and tracking visa expiry dates to prevent lapses.
Process New Hire Onboarding
When site supervisors, engineers, laborers, or administrative staff join, you'll prepare employment contracts, collect joining documentation, coordinate medical fitness tests, arrange uniform issuance for site workers, process system access, facilitate orientation, and ensure complete onboarding.
Maintain Attendance and Leave Records
You'll track employee attendance using biometric systems or timesheets, process leave applications (annual, sick, emergency), maintain leave balance records, coordinate with site managers on worker attendance, generate attendance reports for payroll, and manage attendance documentation.
Support Recruitment and Hiring
You'll post job openings for construction positions (engineers, foremen, technicians, laborers), screen applications, coordinate interview schedules, conduct initial screening calls, check references, prepare offer letters, and support hiring managers with recruitment administrative tasks.

1. Is construction industry HR experience required, or will general HR admin experience work?
Construction HR experience is preferred but not mandatory. If you have strong HR admin fundamentals – visa processing, employee documentation, MOHRE compliance, attendance management – you can succeed. However, construction experience helps because you'll understand labor camps, site-based workers, safety documentation, and managing large blue-collar workforces, which have different dynamics than office environments.
2. How many employees would I typically manage documentation for?
Construction companies vary, but expect to handle 150-500+ employees across office staff, site supervisors, engineers, skilled workers, and laborers. You'll manage multiple employee categories with different visa types, employment terms, and documentation requirements, requiring strong organizational systems and attention to detail.
3. Will I work from an office or need to visit construction sites?
Primarily office-based, handling documentation, visa coordination, and HR administration. However, you may occasionally visit construction sites for new hire orientation, safety documentation, worker issues, or labor camp coordination. Basic PPE (hard hat, safety boots) might be required for site visits, but daily work happens in the office.
